There are many aspects of the waiting list for services. One is the available funding for the individuals on the list, the other the funding to the CDDO's to expand services. Once funding is provided is to an individual on the waiting list, often times there is a waiting list for available services through the CDDO. The CDDO needs to have the resources to expand residental, day/workshop services, and pay their direct care employees decent wages, and pay raises.
